    How Ontario's Immigration Program Changed in 2026

    Ontario redesigned the Ontario Immigrant Nominee Program (OINP) by consolidating eight previous immigration streams into the new Ontario Workforce Priority Stream (OWPS). The updated program introduces a simplified structure, a new EOI scoring framework, and pathways designed to better match skilled talent with Ontario's labour market needs.

    One Stream, Three Pathways

    Ontario Workforce Priority Stream Pathways

    The Ontario Workforce Priority Stream offers three distinct pathways, determined by your occupation's NOC TEER category or, for physicians, your OHIP billing eligibility.

    Pathway 1

    TEER 0–3 Skilled Occupations

    Designed for skilled workers and professionals with an eligible full-time, permanent job offer in Ontario, including occupations in management, engineering, healthcare, finance, information technology, skilled trades, and other TEER 0–3 professions.

    Eligibility at a Glance

    • Work Experience: At least 6 months in the job-offer position, 3 months for eligible recent Ontario graduates, or 2 years of cumulative experience in the same NOC occupation, or hold a mandatory occupational licence.
    • Language Requirement: CLB 6 minimum (CLB 5 for eligible skilled trades occupations).
    • Education: Post-secondary degree or diploma (or a secondary school diploma for eligible skilled trades).
    Pathway 2

    TEER 4–5 Essential Occupations

    Designed for essential and intermediate-skilled workers with an eligible full-time, permanent job offer in Ontario. This pathway expands opportunities beyond the former In-Demand Skills stream by covering a broader range of TEER 4 and 5 occupations.

    Eligibility at a Glance

    • Work Experience: 9 months of cumulative full-time work experience within the last 2 years, in the job-offer position, with the same employer.
    • Language: Minimum CLB 4 in English or French.
    • Education: Canadian secondary school diploma or an equivalent foreign credential.
    Pathway 3

    Self-Employed Physicians

    Designed for self-employed physicians providing publicly funded healthcare services in Ontario. A job offer is not required under this pathway.

    Eligibility at a Glance

    • Job Offer: Not required.
    • OHIP Eligibility: Must be eligible to bill the Ontario Health Insurance Plan (OHIP) under the Health Insurance Act.
    • Professional Registration: Hold a valid Certificate of Registration from the College of Physicians and Surgeons of Ontario (CPSO) (Independent Practice, Academic Practice, or Postgraduate Education) and remain in good standing.
    • Employer Requirements: Standard employer eligibility requirements do not apply.

    Eligibility requirements, explained

    An EOI score alone does not determine eligibility. You must also meet all mandatory requirements for your selected Ontario Workforce Priority Stream pathway.

    • TEER 0–3: 6 consecutive months of full-time work experience in the job-offer position within the last 12 months, or 3 consecutive months for eligible recent Ontario graduates, or 2 years of cumulative work experience in the same NOC within the last 5 years, or hold the required licence or authorization for the occupation (where applicable).
    • TEER 4–5: 9 months of cumulative full-time work experience within the last 2 years, in the job-offer position, with the same employer.
    • Self-Employed Physicians: Expression of Interest (EOI) points are awarded based on cumulative months of eligible medical practice in Ontario, in accordance with the Ontario Workforce Priority Stream scoring framework.
    • TEER 0–3: Minimum CLB 6 in all four language abilities (CLB 5 for eligible skilled trade occupations), unless exempt as an eligible recent Ontario graduate.
    • TEER 4–5: Minimum CLB 4 in all four language abilities.
    • Accepted Language Tests: English — IELTS General Training, CELPIP General, or PTE Core. French — TEF Canada or TCF Canada. Language test results must be less than two years old at the time of application.
    • TEER 0–3: A qualifying post-secondary degree, diploma or eligible graduate credential. Generally, a degree or diploma must have required at least two years of full-time study. A Canadian secondary school diploma may be accepted for specified skilled trade occupations.
    • TEER 4–5: A Canadian secondary school diploma or an equivalent foreign credential.
    • Foreign Education: Foreign credentials must be supported by an Educational Credential Assessment (ECA) from an IRCC-designated organization. The ECA must be less than five years old at the time of application.
    • Must have been actively operating in Ontario for at least three years and maintain business premises in Ontario where the applicant will work.
    • Must have no outstanding orders under the Employment Standards Act, 2000 or the Occupational Health and Safety Act.
    • Must meet the applicable gross annual revenue requirement in each of the two most recently completed fiscal years, based on the job location: Greater Toronto Area — at least $1,000,000; other designated Census Metropolitan Areas — at least $500,000; eligible rural communities — at least $250,000.
    • Must employ the required minimum number of permanent, full-time Canadian citizens or permanent residents at the location where the applicant will work. The applicable workforce threshold depends on the location of the job offer.
    • If the applicant currently lives outside Canada or outside Ontario, the employer must demonstrate reasonable efforts to recruit Canadian citizens or permanent residents before offering the position to the applicant.
    • These employer requirements generally do not apply to eligible self-employed physicians under Pathway 3.
    • If applying from within Canada, you must have valid temporary resident status or maintained status at the time of application (e.g., as a visitor, student, or worker).
    • You must demonstrate a genuine intention to live and work in Ontario after becoming a permanent resident. Ontario may consider factors such as: current or previous employment in Ontario; a valid Ontario job offer; education or studies completed in Ontario; property ownership or rental arrangements; family, personal, or community ties in Ontario; and other evidence demonstrating your intention to settle in Ontario.
    Process

    How the Process Works

    1

    Employer Submits the Job Offer

    Your employer registers the position through the OINP Employer Portal and provides you with a Job Offer ID.

    2

    Register Your Expression of Interest

    Submit your Expression of Interest (EOI) within 30 calendar days of your employer's job offer submission.

    3

    Receive an Invitation to Apply

    If selected in an OINP invitation round, you will receive an Invitation to Apply (ITA).

    4

    Submit Your Applications

    After receiving an ITA, your employer has 14 days to submit the employer application, and you have 17 days to submit your nomination application.

    5

    Receive Your Ontario Nomination

    If approved, Ontario issues you a provincial nomination certificate.

    6

    Apply for Permanent Residence

    Submit your permanent residence application to IRCC before your nomination certificate expires.
